Comprehensive Perinatal Services Program


Description

The Comprehensive Perinatal Services Program (CPSP) is a voluntary program that seeks to improve the health of low-income pregnant women and to give their babies a healthy start in life by providing enhanced Medi-Cal reimbursements to CPSP-certified obstetrical providers who implement CPSP protocols in their practices. The goals of CPSP are to encourage early and continuous prenatal care, decrease incidences of low-birth weight infants, improve outcomes of every pregnancy, and lower health care costs by preventing catastrophic and chronic illness in infants and children.

CPSP Services
CPSP services include comprehensive prenatal care, health education, nutritional assessment and education services, and psychosocial assessment and referral support for up to 60 days after delivery. CPSP services also include client orientation, assessment and follow-up services, individual case coordination, prenatal vitamin and mineral supplementation, and prenatal and postpartum parenting education. Participation in the program is voluntary.

CPSP Providers
There are currently 11 certified CPSP providers in our county in both fee-for-service and managed care systems. Practitioners include physicians, nurse midwives, physician assistants, nurses, social workers, health educators, nutritionists, and comprehensive perinatal health workers.

Becoming a CPSP Provider
For more information on becoming a CPSP provider, contact the Sacramento County Public Health (SCPH) Perinatal Services Coordinator (PSC). The SCPH PSC can provide more information about the program, assist with the CPSP application process, and even technical assistance on meeting CPSP certification requirements once certified.

How is CPSP funded
Funding comes from Federal Title V Maternal and Child Health Block Grant, Federal Title XIX funds, and State general funds.


To Qualify

​All CPSP providers provide services to women with Medi-Cal insurance. Low-income clients who do not have Medi-Cal or private insurance can still start their prenatal care by going to a provider that accepts presumptive eligibility (P.E.). There are other programs available to women who do not qualify for Medi-Cal, such as AIM and Healthy Families.
